Features of transportation of pets by road

The transport of pets by road is carried out in accordance with the Rules for the Transportation of Animals (approved by Resolution of the Cabinet of Ministers of Ukraine No. 1402 dated November 16, 2011).

When transporting pets by road, the following may be carried in the vehicle cabin:

  • small pets, small dogs, and cats (weighing up to 10 kilograms) in special carriers (cages, containers, crates, baskets, backpacks, bags, or other containers with a waterproof, absorbent bottom) that prevent damage to or contamination of the vehicle's interior and passengers' belongings.
    • Transportation must be carried out with the animal held on the passenger's lap, placed under the seat, or on an adjacent seat, provided that the adjacent seat is purchased at the adult fare and absorbent mats are used to protect the seat;
  • medium-sized dogs (weighing between 10 and 20 kilograms) and large dogs (weighing between 20 and 45 kilograms), provided they are muzzled and on a leash (chain or strap), and that all seats adjacent to the accompanying person's seat that are not separated by an aisle are purchased at the adult fare.
    • These dogs are not permitted on seats. The dog must be placed on the floor under the seats, using absorbent mats. The accompanying person is responsible for supervising the dog to ensure it does not disturb or endanger passengers or the carrier's staff. No more than one pet (or two if accompanied by the same person) of the type specified in this paragraph is permitted in the vehicle cabin at one time.

Dogs weighing over 45 kilograms are transported according to the carrier's rules in specially equipped vehicles.

Attention! Transportation is permitted only if a properly issued veterinary passport for the animal is provided.

Service dogsaccompanying persons with disabilities may be transported regardless of their weight, provided they are muzzled and on a leash (chain or strap).

  • A guide dog must remain next to the passenger it is assisting and be kept on a short leash (chain or strap).

In all cases, the passenger must ensure compliance with sanitary and hygiene rules and regulations during the transport of animals and address any violations, except for persons with disabilities accompanied by a guide dog.

  • The accompanying person is required to stay with the animal at all times throughout the journey and must not leave the animal unattended or in the care of others.
