The transport of pets by rail is governed by the Rules for the Carriage of Passengers, Luggage, Cargo Luggage, and Mail by Rail in Ukraine (approved by Order of the Ministry of Transport and Communications of Ukraine No. 1196 dated 27.12.2006).

Passengers are permitted to travel with pets, provided they do not pose a threat to others (such as small dogs, cats, domestic birds, etc.), on all types of trains and carriages, using appropriate carriers (cages, containers, crates, baskets, backpacks, bags, or other containers with a waterproof, absorbent bottom) that prevent damage to or contamination of the carriage interior and other passengers' belongings.
‍

Pets must be kept in areas designated for hand luggage (in night train carriages, this means under the berth or on the berth next to the passenger; in carriages with seating, they must be held on the passenger's lap or kept under the seat).
‍

Transporting small dogs without a carrier is permitted in all carriages with sleeping berths, provided that all unoccupied berths in the compartment are purchased at the full adult fare.
‍

Attention! Large dogs (taller than 45 cm at the withers) and dogs (regardless of size) classified under the List of Dangerous Dog Breeds, approved by Resolution of the Cabinet of Ministers of Ukraine No. 1164 dated 10 November 2021, must be muzzled and kept on a leash (chain or strap):
‍

• in a private compartment of a sleeping car or a higher-class carriage, a maximum of two animals is permitted, provided that all unoccupied berths are purchased at the adult fare;
  ‍
• on Intercity and Intercity+ trains, travel is permitted provided that all seats in the block adjacent to the passenger accompanying the dog are purchased at the adult fare. Dogs are not permitted on the seats. The dog must be kept on the floor under or beside the seats, provided this does not pose a risk or inconvenience to other passengers. The accompanying person is responsible for supervising the dog to ensure the peace and safety of passengers and carrier staff are not disturbed.

If the carrier is unable to provide a private compartment for transporting pets, such transport is not permitted.

In passenger carriages with seating:

• large dog breeds (taller than 45 cm at the withers) must be transported in the end vestibules of the first and last carriages, wearing a muzzle and on a leash (chain or strap), under the supervision of the accompanying person. The accompanying person must travel in a seat located near the carriage exit and supervise the dog to ensure the peace and safety of passengers and carrier staff are not disturbed. Small dog breeds may be carried on the lap or under the owner's seat.
  ‍
• pets (small dogs, cats, domestic birds, etc.) (maximum of two) must be transported in special carriers (cages, containers, crates, baskets, backpacks, bags, or other receptacles with a waterproof, absorbent bottom) that prevent damage to or contamination of the carriage interior and passengers' belongings. These must be treated as one piece of hand luggage and placed in designated hand luggage areas, on the passenger's lap, or under the seats.

Attention! Farm poultry (chickens, turkeys, geese, ducks, guinea fowl, quail, pigeons, etc.) may only be transported in general carriages of passenger trains and in regional trains, provided they are in special carriers (maximum one piece of hand luggage) that do not exceed the size limits for hand luggage.

Important! A properly issued veterinary document for pets is mandatory.

The fee for transporting pets accompanying a passenger in passenger carriages is charged per animal or per carrier at the luggage rate equivalent to 20 kg, and must be documented with a luggage receipt.

Transport of guide dogsaccompanying persons with disabilities, service dogs (dogs accompanied by military personnel during the period of martial law in Ukraine and within 180 days from the date of its termination or cancellation) must be muzzled (with the exception of small-breed guide dogs that are not included in the List of dangerous dog breeds, approved by Resolution of the Cabinet of Ministers of Ukraine No. 1164 dated November 10, 2021) and kept on a leash (chain or strap) in all types of train carriages at no extra charge.

• A guide dog must stay next to the passenger it is accompanying and be kept on a short leash (chain or strap).
  ‍

In all cases, the passenger is responsible for maintaining sanitary and hygiene standards while transporting animals and must address any issues if these standards are violated.

• In the event of unforeseen situations related to the transportation of pets, the train manager (senior steward) will take the necessary steps to resolve them.
• The passenger accompanying the animals is responsible for their care, including feeding, watering, cleaning up after them, and preventing any breaches of sanitary and hygiene conditions.
